Hello and welcome to the Anderson County Land Use and Development Ordinance (or “LUDO”) project website. This website is your one-stop source for details and information on the LUDO project. The project will engage the community, County staff, and County officials in the preparation and adoption of a new Comprehensive Plan and set of zoning and development regulations for unincorporated Anderson County. DRAFT CODE DIAGNOSIS AVAILABLE FOR REVIEW
County staff and the consulting team have completed the draft Code Diagnosis document for the Land Use and Development Ordinance (or "LUDO") project. Find it here. The Code Diagnosis is the blueprint for the new LUDO. It includes a series of around 70 recommendations for changes to the County's current land use and zoning regulations that are organized into a series of six key themes for improvement. The Code Diagnosis is a framework for discussion about what changes are necessary to the County's development regulations in order to implement the County's adopted land use policy guidance in the Comprehensive Plan. The Code Diagnosis also captures the community input collected thus far and is provided for community discussion.
The consulting team will be travelling to Anderson County to conduct the second round of discussions on the concepts in the Code Diagnosis on Monday, July 20 and Tuesday, July 21, 2026. There will be an open house presentation and discussion with the community from 6PM until 8PM at the Civic Center located at 3027 Martin Luther King Jr. Boulevard in Anderson on Monday, July 20. A follow-up open house will be conducted on Tuesday July 21 also at the Civic Center form 12 to 1:30PM. The same material will be presented at both meetings.
There are also opportunities to sign up for an office hours visit with the consulting team while they are in town on July 20 and 21. Please check the Participate tab for more details on how to schedule an office hours visit with the consulting team if you have questions about the LUDO, the Code Diagnosis, or the next steps in the project.
PROJECT GOALS
The Anderson County LUDO project is an effort being conducted by Anderson County and the CodeWright Planners consulting team to update the County’s 2016 Comprehensive Plan and to prepare a new Land Use and Development Ordinance to replace the County’s current zoning and land development rules in the County Code of Ordinances. The goals for the Comprehensive Plan portion of the project are to:

Creating a coherent strategy for managing growth and development in unincorporated Anderson County;

Providing more guidance regarding the location, pace, and density of new development;

Protecting established rural and agricultural community character;

Ensuring public safety and the provision of adequate community services;

The primary goal for the Land Use and Development Ordinance (“LUDO”) portion of the project is to protect the health, safety, and welfare of Anderson County residents. Additional project goals include:

Implementing the new Comprehensive Plan’s land use policy guidance;

Adding increased clarity and predictability to the development rules and review procedures for zoned and un-zoned portions of the County;

Incorporating new standards for higher-quality residential development;
-
Ensuring adequate public infrastructure capacity is maintained;

Protecting open space and environmentally-sensitive areas;
-
Promoting best practices for stormwater management, grading, and erosion control; and Maintaining legal sufficiency.
PROJECT SCHEDULE
This graphic shows the draft project schedule. It includes 10 tasks and anticipates project completion by May of 2027. Note that Tasks 2 and 5 in the graphic address Phase 1 of a two-phase strategy for completing the Comprehensive Plan. The County expects to complete Phase 2 of the Comprehensive Plan in the winter of 2026.
